Requirement

  • • The primary role of the Legal Metrology Department is to ensure that the weights and measurements used in India comply with proper standards and that the interests of people are covered when buying any packaged item.
  • • Under the Legal Metrology Act, 2009, a Legal Metrology Certificate from the Metrology Department of Consumer Affairs is required for the sale or distribution of all packaged goods in India such as export goods, food products, and consumer goods requires.

Rule 27 of the Legal Metrology (Packed and Commodities) Rules, 2011, makes registration compulsory for every importer, manufacturer or packer of packaged commodities.

Application filing process

  • The procedure for registration is defined in Rule 15 of the Legal Metrology (General) Rules, 2011.
  • The fee payable is mentioned in the Twelfth Schedule and
  • The application format pertaining to the application is described in the Tenth Schedule of the abovementioned Rules.
  • Standard weights and measures or parts thereof might be imported.
  • Producers or vendors will require enlistment as an importer from the Director of Legal Metrology, GOI.
  • The application has to be submitted in the prescribed form, through the State Controller, to the Director of Legal Metrology, along with the prescribed fee of Rs 100, one month before the import. The application will be forwarded by the controller along with a report on predecessors and technical capacities of the importer.
  • Registration is valid for 5 years and is renewable.

Documents required

(i) Licence for Manufacturer

Every Application shall be submitted to the respective Inspectorate Offices in a prescribed form (Form LM-1) with the following attested documents etc.

  • Identity proof.
  • 2 Passport size
  • Certificate of Registration of Industry
  • NOC from Competent Authority.
  • Document proof of Ownership / Lease Agreement of Premises.
  • Constitution in case of proprietorship / partnership firm. Registered document in case of Company register Certificate under Companies Act along-with copy of Article of Association and Memorandum of Association.
  • Employee Copies of Appointment Letters with photographs, Qualification and Experience Certificate, if any;
  • Machineries, Tools and Accessories list with purchase bill.
  • Test weights purchase bill in case of new Verification Certificate.
  • Model Approval Certificate.
  • Trademark, Monogram registration Certificate from Competent Authority.
  • GST Registration Certificate.
  • Professional Tax Registration Certificate
  • Valid Labour Licence.
  • Non-Tribal to enclose a Trading Licence.

(ii) Licence for Repairer in weights and measures

Every application shall be submitted to the respective Inspectorate offices in a prescribed form (Form – LR – 1) with the following documents etc.

  • Identity proof.
  • 2 Passport size
  • Certificate of Registration of Industry
  • NOC from Competent Authority.
  • Document proof of Ownership / Lease Agreement of Premises.
  • Constitution in case of proprietorship / partnership firm. Registered document in case of Company register Certificate under Companies Act along-with copy of Article of Association and Memorandum of Association.
  • Employee Copies of Appointment Letters with photographs, Qualification and Experience Certificate, if any;
  • Machineries, Tools and Accessories list with purchase bill.
  • Test weights purchase bill in case of new Verification Certificate.
  • GST Registration Certificate.
  • Professional Tax Registration Certificate
  • Valid Labour Licence.
  • Non-Tribal to enclose a Trading Licence.

(iii) Licence for Dealer in weights and measures

Every application shall be submitted to the respective Inspectorate offices in a prescribed form (Form-DL-1) with the following documents etc.

  • Identity & Residential Proof.
  • 2 Passport size.
  • Letter of Consent from the Manufacturer who wishes to appoint you as a Dealer.
  • Manufacturing Licence if you intend to import weights & measures from outside the State.
  • Model Approval Certificate of weights and measures to be deal with.
  • Documentary proof of ownership / Lease agreement of Premises.
  • GST Registration / Professional Tax / Labour Licence.
  • Trade Licence from respective ADC in case of Non-Tribal.
